The original Nexus 7 was a serious improvement to Android tablets when it was announced last year, and Google is trying hard to build on its success with the newest iteration of the device. Dubbed the "New Nexus 7", it packs a new set of internals -- Snapdragon S4 Pro processor, 2GB of RAM, rear camera and stereo speakers. We also have the pleasure of seeing a full 1920x1200 display around the front, showing off Android 4.3 in all its glory.

These internal updates are all wrapped in a new casing that adds a few things -- such as a soft touch back and thinner profile -- but drops the charging pins and relocates the headphone jack and microphone. All together we find this to be a leaner and better looking Nexus 7 that is worthy of the name. Omaha mayor stands firm on ongoing budget dispute

Mayor Jean Stothert is not backing down in the ongoing dispute over part of her proposed 2014 budget.

Finance officials briefed the City Council Wednesday on the budget that, in part, sparked a firefighters' union lawsuit.

"I reached out to them, invited them here, asked them to work with me, and it was their choice not to. It was their choice to say, 'We're going to sue the city and the taxpayers,'" said Stothert.

The legal challenge, filed the same day the mayor delivered her 2014 budget plan to the council, claims that the plan's call for layoffs, idled trucks, and demotions violates the union contract. Stothert balked at the lawsuit and its assertion that the city's backing off on abiding by a National Fire Protection Association rule.

"The budget process will continue," said Stothert.

Stothert said the lawsuit is unfortunate, but she's still willing to work with the union and the fire department on a different budgetary solution.

"It's always better to negotiate than to litigate," said Stothert.

City Council members said they were hopeful both sides could come to an agreement soon and avoid future legal entanglements. Council President Pete Festersen said he and his colleagues are monitoring the situation.

"We hope that dispute can be resolved because it's not productive to the situation going forward," said Festersen.

Festersen said the 2014 budget process, already fully in the council's hands, is moving ahead.

As the court-martial winds down for the U.S. soldier accused of the largest leak of classified information in the nation's history, military prosecutors will try to portray him as arrogant and reckless, while the defense will seek to show he was well-meaning but naive.

Private First Class Bradley Manning, 25, faces 21 counts of leaking more than 700,000 documents related to the wars in Iraq and Afghanistan to the WikiLeaks anti-secrecy website. The most serious charge, aiding the enemy, carries a life sentence.

The case has pitted civil liberties groups who seek increased transparency into the actions of the U.S. military and security apparatus, against the government, which has argued that the low-level intelligence analyst, who was stationed in Baghdad at the time, endangered lives.

Army Colonel Denise Lind, who is presiding over the trial, last week rejected a request by the defense to throw out the aiding-the-enemy charge, saying that Manning's military training made it clear to him that any information released on the Internet could get into the hands of enemy agents.

"He was knowingly providing intelligence to the enemy," Lind said.

The case, which saw WikiLeaks publish classified files, combat videos and diplomatic cables, serves as a test of the limits of secrecy in the Internet age.

But it has recently been overshadowed to some degree by the case of fugitive U.S. spy agency contractor Edward Snowden, who revealed to Britain's Guardian newspaper early last month the details of alleged secret U.S. surveillance programs tracking Americans' telephone and Internet use.

The WikiLeaks website has become controversial both for its publishing of secret data and for its founder, Julian Assange, who has been sheltering in the Ecuadorean Embassy in London for more than a year to avoid extradition to Sweden for alleged sex crimes.

Manning was arrested in May 2010 while serving in Iraq.

In February, he pleaded guilty to lesser charges, including misusing classified information, such as military databases in Iraq and Afghanistan and files pertaining to Guantanamo Bay detainees.

Manning chose to be tried by a military judge, rather than have a panel of military jurors hear his case.

The defense attempted to portray Manning as well-intentioned but young and naive, while the prosecution maintained that he was a trained intelligence analyst who knew what the fallout of such a major leak would be.

In February, Manning read from a prepared 35-page statement in an attempt to explain why he released classified information to WikiLeaks.

"I believe that if the general public ... had access to the information ... this could spark a domestic debate as to the role of the military and foreign policy in general," Manning said.

Reporter: Snowden has 'instruction manual for how the NSA is built'

Glenn Greenwald, a reporter for the U.S. edition of the U.K. Guardian, says Edward Snowden has sensitive "blueprints" that detail how the National Security Agency operates.

RIO DE JANEIRO - Edward Snowden has very sensitive "blueprints" detailing how the National Security Agency operates that would allow someone who read them to evade or even duplicate NSA surveillance, a journalist close to the intelligence leaker said Sunday.?

Glenn Greenwald, a columnist with The Guardian newspaper who closely communicates with Snowden and first reported on his intelligence leaks, told The Associated Press that the former NSA systems analyst has "literally thousands of documents" that constitute "basically the instruction manual for how the NSA is built."?

"In order to take documents with him that proved that what he was saying was true he had to take ones that included very sensitive, detailed blueprints of how the NSA does what they do," Greenwald said in Brazil, adding that the interview was taking place about four hours after his last interaction with Snowden.?

Snowden emerged from weeks of hiding in a Moscow airport Friday, and said he was willing to meet President Vladimir Putin's condition that he stop leaking U.S. secrets if it means Russia would give him asylum until he can move on to Latin America.?

Greenwald told the AP that Snowden has insisted the information from those documents not be made public. The journalist said it "would allow somebody who read them to know exactly how the NSA does what it does, which would in turn allow them to evade that surveillance or replicate it."?

Despite their sensitivity, Greenwald said he didn't think that disclosure of the documents would prove harmful to Americans or their national security.?

NSA leaker Edward Snowden remains in a Moscow airport after renewing his plea for asylum in Russia. The request, and ongoing drama, is stoking international tensions between Russia and the U.S., which is reminiscent of the Cold War. NBC's Kristen Welker reports.

"I think it would be harmful to the U.S. government, as they perceive their own interests, if the details of those programs were revealed," said the 46-year-old former constitutional and civil rights lawyer who has written three books contending the government has violated personal rights in the name of protecting national security.?

He has previously said the documents have been encrypted to help ensure their safekeeping.?

Greenwald, who has also co-authored a series of articles in Rio de Janeiro's O Globo newspaper focusing on NSA actions in Latin America, said he expected to continue publishing further stories based on other Snowden documents over the next four months.?

Upcoming stories would likely include details on "other domestic spying programs that have yet to be revealed," but which are similar in scope to those he has been reporting on. He did not provide further details on the nature of those programs.?

Greenwald said he deliberately avoids talking to Snowden about issues related to where the former analyst might seek asylum in order to avoid possible legal problems for himself.?

Snowden is believed to be stuck in the transit area of Moscow's main international airport, where he arrived from Hong Kong on June 23. He's had offers of asylum from Venezuela, Nicaragua and Bolivia, but because his U.S. passport has been revoked, the logistics of reaching whichever country he chooses are complicated.?

Still, Greenwald said that Snowden remains "calm and tranquil," despite his predicament.?

"I haven't sensed an iota of remorse or regret or anxiety over the situation that he's in," Greenwald said. "He's of course tense and focused on his security and his short-term well-being to the best extent that he can, but he's very resigned to the fact that things might go terribly wrong and he's at peace with that."?

Asked about a so-called dead man's pact, which Greenwald has said would allow several people to access Snowden's trove of documents were anything to happen to him, Greenwald replied that "media descriptions of it have been overly simplistic.?

"It's not just a matter of, if he dies, things get released, it's more nuanced than that," he said. "It's really just a way to protect himself against extremely rogue behavior on the part of the United States, by which I mean violent actions toward him, designed to end his life, and it's just a way to ensure that nobody feels incentivized to do that."?

He declined to provide any more details about the pact or how it would work.?

Following Friday's meeting between Snowden and human rights activists, U.S. officials criticized Russia for allowing a "propaganda platform" for the NSA leader.?

White House spokesman Jay Carney said Russia should instead send Snowden back to the U.S. to face the felony charges that are pending against him.?

Carney said Snowden is not a human rights activist or a dissident. "He is accused of leaking classified information, has been charged with three felony counts and should be returned to the United States," the spokesman said.?

Letter: Outdoors pays off | The Salt Lake Tribune

At the recent Western Governor?s Association conference in Park City, Interior Secretary Sally Jewell talked at length about what drives the West?s economy.

I was pleased to hear her talk about outdoor recreation as a key economic driver for the West and the importance of balancing development with conservation to secure recreational opportunities.

As someone who has dedicated much of my career to protecting and expanding climbing opportunities, this message struck a chord with me. The economic impacts of outdoor recreation are huge ? generating $646 billion in spending every year and 6.1 million jobs, according to the Outdoor Industry Association.

Outdoor recreation and especially active sports such as climbing or mountain biking also present a great opportunity to engage younger generations in the great outdoors.

But as impressive as the industry is and as much promise as it shows for engaging younger Americans, it is essential that leaders like Jewell continue to advocate for policies that advance conservation of these recreational opportunities and our public lands. Some places are too special to drill or develop.

Seeing conservation and recreation as equally important to development will help to ensure these recreational opportunities are here for generations to come.

Twitter Outs J.K. Rowling As Crime Novelist

The Cuckoo's Calling has been kicked out of the nest a little earlier than anticipated, thanks to a mysterious London-based Tweeter.

If you've heard of The Cuckoo's Calling, a crime novel by Robert Galbraith, you're either a fan of obscure first time writers, or you happen to know - as a London-based Twitter user apparently did - that Galbraith is actually J.K. Rowling, of Harry Potter fame. Rowling had been using Galbraith as an alias, and had hoped that the deception might carry on for a while longer, but it was not to be. Sunday Times columnist India Knight got the tip from someone known only as Jude Callegari - whose Rowling Tweets have since been deleted - and once Knight got hold of the story, Rowling's anonymity was a thing of the past.

"I had hoped to keep this secret a little longer, because being Robert Galbraith has been such a liberating experience," said Rowling. "It has been wonderful to publish without hype or expectation, and pure pleasure to get feedback under a different name." Not that many people were reading The Cuckoo's Calling before this revelation; it sold 1,500 copies, hardcover and ebook, but that was it. No doubt that will change, and Galbraith's second novel - due next year - will get a much wider audience. Nobody seems to know who Jude Callegari is or how Callegari knew Rowling's secret. The account is two years old and hasn't often been used, except for the usual trivia and pictures. Callegari obviously lives in London, and Rowling's publishers are based at Victoria Embankment, but that's a slender thread at best to connect the two.

Is it any good, you ask? Well, not having read it, I can't judge. But if you were wondering what the Harry Potter writer was up to in her spare time, there's an eBook out there which you may be interested in.

Stage Coach Players to hold auditions for 'Annie,' 'A Christmas Carol'

SYCAMORE ? Stage Coach Players of DeKalb will hold fall auditions for ?Annie? and ?A Christmas Carol? from 6:30 to 9:30 p.m. Aug. 19-20 at Sycamore United Methodist Church, 160 Johnson Ave., Sycamore.

Both shows are looking for men and women, boys and girls age 7 and older. Those auditioning for ?Annie? must sing a song of their choice. Everyone will be asked to read selections from ?Annie? and ?A Christmas Carol.? ?Annie? will run Nov. 6-16 and ?A Christmas Carol? will run Dec. 12-15.

China says Japan defence paper 'ignores facts': Xinhua

China has lashed out at Japan over an official defence report by Tokyo, calling it untruthful and wrongly labelling Beijing a threat, state media reported on Friday.

The new Japanese defence white paper is the first since a long-simmering dispute with China and Taiwan over uninhabited islands in the East China Sea heated up last year.

It "deliberately ignores facts and plays up 'China's military threat'", the state-run Xinhua news agency quoted Chinese defence ministry spokesman Geng Yansheng as saying.

The document, approved by Tokyo on Tuesday, is an annual report on Japan's defence capabilities and regional security.

It rebuked Beijing for behaviour Tokyo said could trigger an incident.

"China... has taken action described as coercive, which includes risky behaviour," the report said.

Examples included intrusions into Japan's territorial waters and violation of airspace "and even dangerous actions that could cause a contingency", it said.

China has the world's largest military and has dramatically increased its capabilities in recent years, with its first aircraft carrier going into service in 2012.

Geng called China's conduct legitimate in safeguarding national sovereignty and said that Japan's paper made groundless accusations.

He also described China as being on a peaceful development path.

Japan administers the Senkaku islands, though Beijing claims them for itself as the Diaoyu and Taiwan also declares ownership.

Tensions have spiked in the past year and have led to Chinese and Japanese ships and aircraft playing cat and mouse with each other.

The white paper said Japanese fighters were scrambled more than 300 times against Chinese planes flying near Japan's airspace in the year to March, a new record.

It reiterated accusations a Chinese frigate locked weapons-targeting radar on a Japanese destroyer in January -- a claim Beijing has previously denied.

Since coming to power in December, Japanese Prime Minister Shinzo Abe has cast doubt on Japan's commitment to pacifism enshrined in a constitution imposed on the country by the United States after the Second World War.

Abe's calls for constitutional revision have raised the ire of neighbouring China, South Korea and North Korea, where memories of Japanese military and colonial occupation remain sensitive.

Canada advances to quarterfinal against Brazil at 2013 Summer Universiade in Kazan, Russia

Sports clich?s are almost as old as the competition itself.

Pick your favourite: ?We just take it one game at a time?, or ?We just have to play our game?, and on, and on.

Such maxims sound good, but aren?t always stated with true conviction.

That?s not the case at the 2013 Summer Universiade in Kazan, Russia, where Edmonton?s Mangisto (Manny) Arop and his teammates on the Canadian men's basketball team back up exactly what they say.

Team Canada finished first in its pool with a 5-0 record, and has advanced to play Brazil in a quarterfinal game Sunday. The Canadians punctuated a perfect preliminary round with a rousing

94-85 win Friday over the United States, on Friday eliminating the two-time defending Universiade champs from medal contention.

?I just look at it like another game ... I don?t really reflect on it in terms of how big it is,? says Arop, a six-foot-six swingman who attended Ross Sheppard. ?In my eyes right now, it?s just one game out of the way and we?re a step closer to our goal.?

The objective is to bring Canada its first Universiade gold medal in men?s basketball. So far, Canada has looked every bit a contender, winning by an average of more than 30 points, unfazed by powerhouse opponents like the USA and Australia.

?There?s no intimidation at all,? says Arop. ?We?re just (working) to accomplish a goal that we set and we just worry about what we do, not things we can?t control, like what other teams do, or who they have.?

Arop scored 14 points while shooting five-for-five from the field and three-for-three from beyond the arc against the United Arab Emirates in Canada?s second game. He has been sidelined since spraining his ankle against Australia on Wednesday, but is poised to return in the quarterfinals.

While Arop is a veteran of the Canadian junior team, Universiade is the first international multi-sport event he has been part of. It comes on the heels of his breakout first season at Indiana State, where Arop led the Sycamores in rebounding (5.1 per game) and ranked second in scoring (12 per game).

?It was good for me to find a place where I was able to play my game and ride that momentum,? says Arop, who played two seasons at Gonzaga in Spokane before transferring to ISU and sitting out the 2011-12 season as a redshirt. ?The biggest thing was just getting an opportunity to work on things that I need to improve. It was a great year.?

Led by former Toronto Raptors coach Jay Triano, the Canadian team has been together since early June, and went 9-0 at the Four Nations tournament in China last month. The lineup includes future NBA prospects like Jordan Bachynski (Arizona State) and Kevin Pangos (Gonzaga).

?This is a very tight-knit group, we have (great) players and we also have great coaches,? says Arop. ?It?s a group that works really hard and plays well together.?

    University Internet TV service Tivli raises $6 million to expand

    Tivli, a Boston start-up that provides an Internet TV service for university students, has closed a $6.3 million round of funding to fuel its expansion to more campuses.

    Venture capital firm New Enterprise Associates led the Series A financing round, joined by Felicis Ventures and Rho Ventures, Tivli said Wednesday.

    Tivli gives students access to live and on-demand television through?Internet-connected devices, including smartphones and tablets.?

    This comes as cord-cutting, in which people choose to give up traditional TV subscriptions, becomes an increasing concern for pay-TV companies. ?

    As research has repeatedly shown, many cord-cutters pick up the no-TV habit when they move away to college, resorting to services like Netflix and Hulu, as well as piracy.?

    The service was created at Harvard University by Nick Krasney and Ho Tran. Along with Harvard, Tivli is available to students at Yale, Texas A&M University, the University of Washington,?Wesleyan University and others.

    "Students tell us that Tivli makes their on-campus living experience even better," said Tivli Chief Executive Christopher Thorpe, in a statement.?"We?re proud to have earned the support of our world-class investors and look forward to working with them as we build a great company.?

    I have mentioned to Alain de Bolton in the past that some of his tweets are just right for parody, but now and again he comes up with a gem that makes him worth following. He tweeted to me I will put the gun down then ? which he deleted shortly after.

    However, he has just made a tweet which made concerned followers worry there really was a domestic violent incident happening and he should call the police immediately.

    After about ten comments urging he do something other than tweet about it he deleted it.

    The context of tweets from the two preceding tweets make me think it was a thought poorly worded.

    Relationships can start well and change. Domestic violence needs to be taken seriously ? even if sweet at the start what matters is the safety of the abused partner now. Reminiscing on what might have been is contemplative but the moral philosopher must act to ensure the violence they hear is dealt with justly.

    I did tweet asking Alain de Botton to comment where he was trying to go with the tweet but there was no reply.

    'It's not fair that where you live so vastly affects your ability to get a transplant'

    Using the same type of mathematical formulas used to draw political redistricting maps, Johns Hopkins researchers say they have developed a model that would allow for the more equitable allocation of livers from deceased donors for transplantation.

    Currently, in the United States, where you live dictates the availability of a liver transplant. Studies show that geography can mean the difference between a 10 percent chance of dying while on the waiting list for a donor liver, and a 90 percent chance, the researchers say. The new model depends not on the longstanding relationships among medical centers used to create the current unbalanced system, but on making the distribution of organs as equitable as possible, they say.

    "This is gerrymandering for the public good," says study leader Dorry L. Segev, M.D., Ph.D., an associate professor of surgery and epidemiology at the Johns Hopkins University School of Medicine. "We have applied to transplantation the same math used for political redistricting, school assignments, wildlife preservation and zoning issues." A report on the research is published in online in the American Journal of Transplantation.

    "Some geographic areas have very good access to donated organs and some have desperate gaps between organ supply and organ demand," says co-author Sommer Gentry, Ph.D., a research associate in the department of surgery at Johns Hopkins and an associate professor of mathematics at the U.S. Naval Academy. "Our model helps decrease geographic disparity. It's not fair that where you live so vastly affects your ability to get a transplant. We want to fix that."

    Currently, patients with the most severe disease go to the top of the liver transplant waiting list. But the list isn't a single national list; instead, it is subdivided according to location. Thus, the sickest person in one region may be much sicker than the person in a nearby region who gets a new liver, simply because the second region has a greater supply or smaller demand for organs.

    In 2009, the late Apple founder Steve Jobs, who lived in Northern California, famously underwent a liver transplant in Memphis, Tenn. There, he had put himself on one of the shortest waiting lists in the country. In Tennessee in 2006, it took 48 days to receive a liver transplant, compared with 306 days nationally. Jobs was able to do this because he had the financial resources to immediately fly to Tennessee when the liver became available. His situation brought national attention to the large geographic disparities in liver transplantation.

    Segev, a transplant surgeon, says that if a patient from San Francisco or New York City needed a liver transplant, it would be difficult to recommend one of the great transplant centers in those cities because the wait is so long.

    In developing their new allocation model, the Johns Hopkins researchers essentially redistricted the regions by analyzing supply, demand and access factors for 6,700 deceased donors, 28,063 liver transplant candidates and 242,727 changes in 2010 to what is known as MELD (Model for End-Stage Liver Disease), a score that categorizes the sickest patients on the list at any given time.

    The optimal regional sharing map they created would reduce geographic disparity by half, while significantly reducing waitlist deaths.

    Segev, the director of clinical research for transplant surgery at Johns Hopkins, says that the geographic disparity in the current allocation system violates government rules that say geography shouldn't affect organ supply.

    He says he hopes the United Network for Organ Sharing, the private, nonprofit organization that manages the nation's organ transplant system under contract with the federal government, will act on this new model.

    'It's not fair that where you live so vastly affects your ability to get a transplant'

    Using the same type of mathematical formulas used to draw political redistricting maps, Johns Hopkins researchers say they have developed a model that would allow for the more equitable allocation of livers from deceased donors for transplantation.

    Currently, in the United States, where you live dictates the availability of a liver transplant. Studies show that geography can mean the difference between a 10 percent chance of dying while on the waiting list for a donor liver, and a 90 percent chance, the researchers say. The new model depends not on the longstanding relationships among medical centers used to create the current unbalanced system, but on making the distribution of organs as equitable as possible, they say.

    "This is gerrymandering for the public good," says study leader Dorry L. Segev, M.D., Ph.D., an associate professor of surgery and epidemiology at the Johns Hopkins University School of Medicine. "We have applied to transplantation the same math used for political redistricting, school assignments, wildlife preservation and zoning issues." A report on the research is published in online in the American Journal of Transplantation.

    "Some geographic areas have very good access to donated organs and some have desperate gaps between organ supply and organ demand," says co-author Sommer Gentry, Ph.D., a research associate in the department of surgery at Johns Hopkins and an associate professor of mathematics at the U.S. Naval Academy. "Our model helps decrease geographic disparity. It's not fair that where you live so vastly affects your ability to get a transplant. We want to fix that."

    Currently, patients with the most severe disease go to the top of the liver transplant waiting list. But the list isn't a single national list; instead, it is subdivided according to location. Thus, the sickest person in one region may be much sicker than the person in a nearby region who gets a new liver, simply because the second region has a greater supply or smaller demand for organs.

    In 2009, the late Apple founder Steve Jobs, who lived in Northern California, famously underwent a liver transplant in Memphis, Tenn. There, he had put himself on one of the shortest waiting lists in the country. In Tennessee in 2006, it took 48 days to receive a liver transplant, compared with 306 days nationally. Jobs was able to do this because he had the financial resources to immediately fly to Tennessee when the liver became available. His situation brought national attention to the large geographic disparities in liver transplantation.

    Segev, a transplant surgeon, says that if a patient from San Francisco or New York City needed a liver transplant, it would be difficult to recommend one of the great transplant centers in those cities because the wait is so long.

    In developing their new allocation model, the Johns Hopkins researchers essentially redistricted the regions by analyzing supply, demand and access factors for 6,700 deceased donors, 28,063 liver transplant candidates and 242,727 changes in 2010 to what is known as MELD (Model for End-Stage Liver Disease), a score that categorizes the sickest patients on the list at any given time.

    The optimal regional sharing map they created would reduce geographic disparity by half, while significantly reducing waitlist deaths.

    Segev, the director of clinical research for transplant surgery at Johns Hopkins, says that the geographic disparity in the current allocation system violates government rules that say geography shouldn't affect organ supply.

    He says he hopes the United Network for Organ Sharing, the private, nonprofit organization that manages the nation's organ transplant system under contract with the federal government, will act on this new model.
