An inside view of the WebTV revolution that didn't happen

You might think it should have happened sooner. This week, Microsoft announced it would decommission its MSN TV (formerly WebTV) service. Even I didn't think it would last this long, and I was WebTV's greatest advocate back in the day. In fact, I was its official evangelist, hired by founder Steve Perlman and his company's PR agency as WebTV's national media spokesperson for a period leading up to and including the product launch.

In 1996, WebTV was tech's hottest startup, considered a blazing harbinger of the future, all for pretty good reasons. WebTV was primarily an internet popularization play during an era of widespread uncertainty about computers in the home and the value of being online. If tablets and smartphones represent a Steve Jobs-ordained post-PC era, WebTV can be seen in retrospect as a pre-PC computing category. In my view, it isn't modern web-connected TVs that finally killed WebTV (MSN TV) -- it's the mobile revolution that did it.

NYSE operator takes over LIBOR bank rate

(AP) ? The company behind the New York Stock Exchange will take over running and restoring confidence in the scandal-hit London interbank offered rate, or LIBOR, a UK committee has ruled.

The independent panel, set up by the UK Treasury, on Tuesday chose NYSE Euronext to take over LIBOR from the British Bankers' Association, which had supervised the rate-setting for decades. The changeover is scheduled to be completed by early 2014, the panel's chair, Baroness Sarah Hogg, said in a statement. The panel did not identify other bidders.

"This change will play a vital role in restoring the international credibility of LIBOR," she said in a statement.

LIBOR underpins trillions of dollars of transactions all over the world. It is an average rate that measures how much they expect to pay each other for loans. The rate is also used in calculating borrowing costs of hundreds of trillions of dollars in loans and investments such as bonds, auto loans and derivatives.

But the rate was underpinned on trust ? an honor system that relied on the banks to be honest. Revelations of its manipulation last summer both shocked the financial community and forced a reform in how it was administered.

The scandal emerged when authorities realized banks ? including Royal Bank of Scotland, Barclays and UBS ? were submitting false data to gain market advantages.

U.S. and U.K. regulators fined RBS more than $460 million for rate-rigging. Barclays' role led to a $453 million fine and the resignation of chief executive, Bob Diamond. Swiss bank UBS was fined $1.5 billion.

After the scandal erupted, the government moved to restore confidence in LIBOR's integrity, establishing the panel to review the rate and creating criminal penalties for those who violate the rules.

"We want to protect taxpayers and restore faith in financial services," financial secretary to the Treasury Greg Clark said in a statement.

"The government is committed to developing a safer and strong banking sector. We want a financial sector that serves the interests of business and helps to drive economic growth."

The rate will be administered by NYSE Euronext Rate Administration Limited, a new subsidiary of NYSE Euronext.

Search teams find missing Washington Township man

A Washington Township man is in serious condition at UPMC Hamot this morning after he was found in some brush by search teams who went looking for him on Tuesday night.

State police, four area fire departments and the Northwest Regional Search and Rescue Team found James Randall, 39, about two-tenths of a mile of Leacock Road in Washington Township at about 12:20 a.m. today. They began searching for him after Randall was reported missing at about 7:10 p.m. Tuesday, police said.

Police said Randall, who lives less than a mile from where he was found, had gone for a walk with his dog and was reported missing when he failed to return home and his dog was found roaming loose in the area. Randall had been missing for possibly up to 40 hours before he was reported missing, state police spokesman Sgt. Mark Zaleski said this morning.

The investigation continues into why Randall had disappeared, police said.

If you want a drone but you feel all the existing options aren't quite your style, you may want to give a "Drone It Yourself" kit a try. Clip the rotors and power supply to your phone or book or cardboard box or piece of toast, and watch it take flight!

Everything required appears in that stylish case below: four rotors, a power supply and flight control unit. The idea is to just unpack it, assemble and attach to the lucky item that will be your new drone body. It won't support anything that weighs more than a couple of pounds, though: Drones have to be light to get off the ground, so your dreams of flying toasters may go unfulfilled for now.

It's not for sale just yet, but the kit is really nothing more than 3-D printed parts that attach with clamps. And the creator, Jasper Van Loenen, has made the printer files available, so you can make them yourself.

Some expertise is required, of course. Your paperback or toy car may not handle as well as an item that was actually meant to fly. But it could be a fun project for the savvy RC and 3-D printing fans out there to try on a summer afternoon.
